Scope of Work: Engagement, Construction, and Business Development

Overview

During the term of this agreement, the Consultant shall perform duties as generally described below to support Cruz Management and the Team in their respective initiatives.

 

Section 1: Strategic and Technical Support for Cruz Management

The Consultant will provide communications support and strategic business development advice to help Cruz Management secure contracting opportunities with local community development corporations (CDCs), private, and non-profit owners of residential property.

Responsibilities:

  1. Business Development Planning:

     1. Develop a plan with Cruz Management to engage at least 10 property owners.

     2. Formulate strategies for meetings with targeted property owners.

  2. Meeting Coordination:

     1. Collaborate with Cruz Management to schedule meetings with key leaders.

  3. Ongoing Strategic Advice:

      1. Provide continuous strategic guidance throughout the project.

      2. Hold monthly meetings and maintain regular communication through calls and emails to identify opportunities, challenges, and potential concerns.

  1. Reporting:

       1. Submit monthly reports summarizing weekly contacts made and providing synopses of discussions.

  1. Media Strategy Development:

       1. Based on progress, collaborate with Cruz Management to create a media strategy highlighting the lack of opportunities for minority property management companies.

 

Section 2: Strategic and Technical Community Engagement Support for BPS PK-6 and 7-12 Study

The Consultant will work with DLR, the Boston Public Facilities Department, Boston Public Schools, and the City of Boston (hereinafter referred to as “the Team”) to implement the BPS PK-6 and 7-12 Study (“the Study”). The Consultant will provide strategic and technical community engagement assistance to achieve the three phases outlined in the Study.

Scope:

The Study will include on-site and virtual support for the following phases:

   1. Phase I: Planning study of PK-6 and 7-12, including educational adequacy analysis, capacity analysis, and educational standards.

   2. Phase II: Architectural/building standards.

   3. Phase III: Proof of concept, test fits, 12 case studies, scenario planning, and timelines.

 

Responsibilities:

  1. Community Engagement Process:

     1. Initiate, support, and help implement a multilevel engagement process to strengthen the active participation and mutual accountability of internal and external stakeholders.

     2. Facilitate the engagement process through the following components:

          1. Phase I: Research, examine, and share findings.

         2. Phase II: Create a comprehensive engagement schedule.

         3. Phase III: Conduct first-round listening sessions with residents and stakeholder groups in 23 neighborhoods.

         4. Phase IV: Conduct second-round report-back and listening sessions with residents and stakeholders.

         5. Phase V: Facilitate case study and test fit charrettes.

  2. Communications Support:

     1. Provide communication and facilitation support, ensuring alignment of messaging with the goals to revitalize BPS infrastructure and support educational objectives.

  3. Strategic Advice:

      1. Offer ongoing strategic advice throughout the project.

      2. Participate in regular meetings, calls, and emails to identify opportunities, challenges, and potential issues of concern.
